Everything You Wanted To Know About Snow Emergency Classifications, But Were Afraid To Ask.
Is there a Snow Emergency?
The snow emergency level for our county is reported by the same news organizations from which you’d learn about school delays and closures. You can also find the snow emergency level online at many places.
What is a Snow Emergency?
Local media might report something like: “Athens County is under a Level 2 Snow Emergency.” What does that mean for you?
The snow emergency level issued by county sheriffs in Ohio is meant to give citizens a sense of roadway conditions, and in some cases, to limit or restrict travel on roadways in the interest of safety. The authority to declare snow emergencies is placed on the county sheriff by Ohio law and, in order to clarify the definition, sheriffs of Ohio’s 88 counties adopted guidelines to be followed when closing highways due to severe weather.
Legal Background
A county sheriff may, pursuant to Ohio Revised Code sections 311.07 and 311.08, declare a snow emergency and temporarily close the state roads and municipal streets within his/her jurisdiction when such action is reasonably necessary for the preservation of the public peace. Ohio Attorney General Opinion 86-023 states that a Sheriff of a County may declare a snow emergency and temporarily close County and Township roads; Ohio Attorney General’s Opinion 97-015 (pdf), issued April 1, 1997, concluded that this authority includes state roads, county and township roads and municipal streets.
Any person who knowingly hampers or fails to obey a lawful order of the sheriff declaring a snow emergency and temporarily closing highways, roads and/or streets within his/her jurisdiction may be subject to criminal prosecution under Ohio Revised Code Section 2917.13, “Misconduct at an emergency” or other applicable law or ordinance.
Snow Emergency Classifications
LEVEL 1: Roadways are hazardous with blowing and drifting snow. Roads may also be icy. Motorists are urged to drive very cautiously.
LEVEL 2: Roadways are hazardous with blowing and drifting snow. Roads may also be very icy. Only those who feel it is necessary to drive should be out on the roads. Contact your employer to see if you should report to work. Motorists should use extreme caution.
LEVEL 3: All roadways are closed to non-emergency personnel. No one should be driving during these conditions unless it is absolutely necessary to travel or a personal emergency exists. All employees should contact their employer to see if they should report to work. Those traveling on the roads may subject themselves to arrest.
Drive Cautiously
Remember, it’s impossible to know the condition of every road in the county. These are only guidelines for the majority of roads. If, for example, a Level 1 Snow Emergency is in effect, there may be secondary roads that could be hazardous enough to be rated at level 2 or even possibly level 3.
If there is snow present, you should always assume that the road ahead is worse than the stretch of road you are currently on. In short, drive with extra regard for your speed and those around you especially on curves, hills, and the bridges which usually freeze well before the rest of the roadway. Also give yourself PLENTY of stopping distance especially on icy roads.

In the early hours of the day, search warrants were executed at 822 Poplar Street and 1000 East Canal Street, Apartment G-2 in Nelsonville.
Several persons were detained and interviewed at each location. Items of evidence including clothing and cellular phones were recovered as evidence at the Poplar Street residence. At the East Canal Street residence evidence related to the ongoing investigations including clothing, cellular phones and a “sawed off shotgun” were recovered. Evidence of illegal drug trafficking was also recovered at the location. An additional warrant for those items was obtained. The illegal drug evidence recovered included suspected cocaine, suspected marijuana, digital scales, drug packaging materials and cash.
Two (2) persons were arrested from the East Canal Street location. William J Stivison, age 18 was charged with aggravated burglary. Jaylin Conley, age 19 was arrested and charged with obstruction of justice. Additional charges related to illegal drug sales are expected to result from the drug evidence recovered at this location as well.
Interviews with persons from each scene lead to locating and arresting Roshawn Waldren, age 20 for aggravated burglary at 443 High Street in Nelsonville.
These events and the investigations leading up to them underscore the connection between violent crime and the trafficking and use of illegal drugs in our region.

The Wayne National Forest in Ohio is waiving its trail fees over the Veterans Day holiday weekend, Nov. 8-11. The fee waivers are offered in cooperation with other federal agencies under the Federal Lands Recreation Enhancement Act. This fee waiver applies to trail use only.
“One way we honor our veterans for the dedication and sacrifices they have made is to offer them and their families an opportunity to enjoy Wayne National Forest trails without the need to purchase a trail permit,” said Forest Supervisor Tony Scardina.
The Forest Service also honors active duty military members year-round with the free Interagency Annual Military Pass honored at all Forest Service, National Park Service, Bureau of Reclamation, and U.S. Fish & Wildlife Service sites charging entrance or standard amenity fees.
The Wayne National Forest has over 400 miles of multiple-use trails, which include horse, all-terrain vehicle (ATV), off-highway motorcycle (OHM), mountain bike, and hiking trails that are open from April 15 through December 15. Hiking is allowed on all trails year-round.

Did You Remember Today is Election Day, So Get Out And Vote!!! Your Vote Counts!!!
Ohio: Voting at the Polls on Election Day
Poll Hours: 6:30 AM-7:30 PM
On Election Day, you must cast your ballot in your precinct at your designated polling place between the hours of 6:30 a.m. and 7:30 p.m. If you do not know where your designated precinct or polling place is located, please contact your county board of elections or click here to search for your polling place online.
Bring appropriate identification with you to the polls
- Ohio law requires that every voter, upon appearing at the polling place to vote on Election Day, to announce his or her full name and current address and provide proof of the voter’s identity.
The forms of identification that may be used by a voter who appears at a polling place to vote on an Election Day include:
- A current and valid photo identification card issued by the State of Ohio or the United States government; or
- A military identification (“military ID”); or
- An original or copy of a current utility bill; or
- An original or copy of a current bank statement; or
- An original or copy of a current government check; or
- An original or copy of a current paycheck; or
- An original or copy of a current other government document, other than a voter registration acknowledgement notification mailed by the board of elections, that shows the voter’s name and current address.
A voter presenting an Ohio driver’s license that shows the voter’s former address is permitted to cast a regular ballot so long as the voter’s current residential address is printed in the official poll list of registered voters for that precinct. Voters who do not provide one of these documents at the precinct will still be able to vote using a provisional ballot. Voters who do not have any of the above forms of identification, including a Social Security number, will still be able to vote by signing an affirmation statement swearing to the voter’s identity under penalty of election falsification and by casting a provisional ballot.
For Voter I.D. purposes “current” means the document was issued on a date within one year immediately preceding the date of the election at which the voter seeks to vote, or has on it an expiration date which has not passed as of the date of the election in which the voter seeks to vote.
